The Outer Worlds Builds Guide

We have compiled some of the best builds with perks and attribute suggestions to provide you with the best RPG experience in The Outer Worlds

Having many of the same developers for Fallout: New Vegas, The Outer Worlds shares many similarities with the aforementioned game; one of these similarities is that of character builds. Being far more in-depth and nuanced than anything the developers have had to offer before, the Outer Worlds’ character build will be a somewhat difficult mechanic to get a grasp on, hence why this guide will go over all the various facets of character builds, and how each and every aspect contributes to your playstyle.

The Outer Worlds Builds

What’s interesting about the character-building in this game is that it does have an actual, practical effect on how the game is actually played; according to the developers, a pacifist run is absolutely possible, depending on how you build your character. Likewise, a run where you kill ALL NPCs is also possible. The gameplay is largely affected by your character’s various traits, and there are plenty of traits to go over, so let’s go through each and everyone, detailing what exactly significance they hold.

Quick note: Weapons and armors are of importance to the build as well, however we won’t go through them in this guide as they aren’t as intricately detailed and complex as the other facets of a character build; you can learn more about them when you gain access to the game and read up on their individual stats.

Attributes

The first facet of a character build is the various attributes that establish your character’s base and the potential they hold. In fact, depending on your attribute, more or fewer options may be presented to you as you move forward. For example, depending on your intelligence, you may be given more intelligent options in the dialogue tree, or be given nothing but a, ‘Hnng’, indicating low intelligence. Likewise, if you put all your stock into ‘Charm’, you may be able to finagle your way out of every situation, never being forced to resort to violence.

There are 3 categories: Body, Mind, and Personality. Your attributes also affect certain skills that you may have equipped (Skills are discussed later in this guide).

Each category has 2 sub-headings, and you can increase or decrease any of these attributes. Any of these attributes can be ‘below average’, ‘average’, ‘good’, ‘high’, or ‘very high’. Understand that you can’t simply set all of these attributes to ‘very high’, there’s a set limit on how much skill you can attribute to one build. You can set 2 attributes on ‘very high’ but that would require you to have one attribute set at ‘below average’. It’s a balancing act, and you need to know exactly what each attribute entails.

Body

  • Strength: This affects melee weapon damage and the amount your character can carry. It affects the following Skills: 1-Handed Melee, 2-Handed Melee, Heavy Weapon, Block, Inspiration and Intimidation.
  • Dexterity: Affects melee attack speed and ranged weapon reload speed. Affects the following skills: 1-Handed Melee, Handguns, Dodge, Block, Sneak, and Lockpicking.

Mind

  • Intelligence: This affects Critical Hit Bonus Damage. Affects the following Skills: Long Guns, Persuade, Hack, Medical, Science, and Determination.
  • Perception: This affects Headshots and Weakspot damage bonuses. Affects the following Skills: Handguns, Long Guns, Heavy Weapons, Dodge, Lockpicking, and Engineering.

Personality

  • Charm: Affects Faction Reputation and Companion Ability Cooldown. Affects the following Skills: Persuade, Lie, Intimidate, Hack, Science, and Inspiration.
  • Temperament: Improves natural health regeneration. Affects the following Skills: 2-Handed Melee, Lie, Sneak, Medical, Engineering, and Determination.

Skills

These are various abilities your character is capable of performing. Every time your character levels up, you are rewarded 10 Skill Points that you can then allot to any one skill. These skills, as seen above, are augmented and supplemented by your Attributes and your Character Aptitude.

Each skill can be allotted a total of 100 Skill Points, at which point your skill has been upgraded to the rank of Master. Skill Ranks go from Novice to Master, with several caps along the way that unlock new facets of each skill. Skill caps are set at 20, 40, 60, 80, and 100.

Perks

The next segment of your build focuses on Perks that are there to fill in the gaps caused by your Attributes and Skills. These are essentially the cherry on top to ensure that your build is able to utilize, to the utmost degree, everything that has been set up in the base of it.

There are a total of 3 Tiers of Perks that players can choose from. In order to equip Perks from Tier 2, players will have to equip at least 5 Perks from Tier 1; and to equip Perks from Tier 3, 5 Perks will need to be equipped from Tier 2.

Flaws

The final aspect of your build is an interesting one; it is a permanent debuff (crutch) that you must inflict on your character. This, in turn, will give bonuses to certain attributes, skills, and perks. It’s a very give and take kind of mechanic, and one player will have to ruminate on before making a decision; this debuff is permanent.

The flaws offered are based upon your style of play, therefore get to know how you play and what areas you excel at and which areas you perform poorly in. Based on the answer, picking a flaw may actually help you more than you can imagine.

To sum up, Weapons, Armor, Attributes, Skills, Perks, and Flaws are what make up your character build. When crafting your build, develop a clear and distinct image of what exactly you want your character to be; do not simply think of all the various Skills and Perks, think of it as an actual person. Do you want the strong, silent type? Or perhaps you would prefer the beautiful idiot? Or maybe you’re looking for an intelligent recluse? Whatever it is, make sure that you don’t pick your Attributes or start creating your build with no idea of what you’re actually looking for.

Secondly, be very mindful of your Companions. Your Companions have the unique ability to actively affect your Stats and your overall build. Therefore it’s recommended to have Companions that complement your various character aspects. If a certain Companion significantly buffs your stats, it’s recommended to make them a permanent fixture of your party.

Finally, take the time to fully comprehend the various advantages and disadvantages of each and every available option. Do not be easily swayed by the numbers presented on screen, take the time to analyze each and every option, and then compare and contrast with other options; you’re looking to create a build in which all the various facets are working together in harmony.

Best Builds

To both facilitate some newcomers and give an example to players who still haven’t wrapped their heads around the whole thing, we present to you a few example builds.

The Loquacious Gymnast

A build that emphasizes perception, dexterity, and intelligence. All accompanying skills and perks only augment these attributes, making this the kind of build that’s perfect for pacifistic runs. But not everything will go according to plan, so some points are accorded to Ranged Skills in order to increase your chances in situations where you have to fight.

Sniper Build

This build is meant for the sniper mains, maximizing your prowess in long-range combat, giving you the element of surprise. This build has the power to defeat enemies in one hit, so as long as your bullet flies pure and true, you won’t need to fire a second time.

Attributes

The two attributes that most affect your stats as a sniper are your Intelligence and Perception. Maximizing those two will increase your critical damage, critical chance, headshot damage, and weakspot damage.

  • Strength: Average
  • Dexterity: Average
  • Intelligence: Very High (+++)
  • Perception: Very High (+++)
  • Charm: Average
  • Temperament: Average

Skills

To further augment your critical prowess, hence why you’ll want to focus on your Long Guns Skills. Furthermore, by supplementing your Sneaking Skill, you’ll double your damage output. Finally, by putting your remaining stock of skill points into the Science Skill, you’ll increase your Plasma and Shock damage – you’ll be able to do far more damage with these.

  • Long Guns Skill: Level 100
  • Sneak Skill: Level 100
  • Science Skill: Level 60

Tier 1 Perks

  • Quick and the Dead: TTD Meter recharges faster
  • Lone Wolf: Increases damage but you lose your Companions
  • Slow the World: Increases your max TTD Meter

Tier 2 Perks

  • Scanner: Headshot/weakspot damage is increased while using TTD
  • Reaper: 25% of TTD Meter recovered with every kill

Tier 3 Perks

  • Confidence: After killing an enemy, your next shot will be an automatic Critical Hit
  • Last Stand: Damage increases as your health decreases
  • Solo Sneaker: Lower the detection radius of enemies; work well in conjunction with Lone Wolf.

Weapons

Any Long Gun will work splendidly for this build, as long as the weapon in question as high rate of damage per shot. It’s recommended to mod the weapon with the Exact-O-Sight and the Whisper Quiet Muzzler.

Armor

Heavy Armor is discouraged as it hinders your sneaking capabilities. Outside of that, any armor will do as long as you mod it so it complements the other facets of this build.

Science Build

This build is meant to maximize the effectiveness of Science-based weapons. All weapon types are available to you if you go for this build, however to maximize the effectiveness of each one, you’ll have to spread out to cover all your bases. Despite that, it’s an incredibly useful build.

Attributes

In terms of Attributes, you want the kind of Attributes that increase the damage of your weapons, while also upping your own health and survivability chances. The only ones that can do so are Strength and Intelligence, so it’s recommended that you go for them.

Intelligence increases the Critical Damage of every weapon, making it an indispensable attribute to have. The best science weapon in the game, arguably, is a melee weapon, and increased Strength has the effect of significantly boosting melee damage; it makes sense.

  • Strength: Very High (+++)
  • Dexterity: Average
  • Intelligence: Very High (+++)
  • Perception: Average
  • Charm: Average
  • Temperament: Average

Skills

There are a multitude of skills you’ll want to invest in, but the one that goes without saying is the Science Skill. You’ll want to maximize this in order to up the damage and effectiveness of every Science weapon you have. Beyond that, Melee and Ranged Skills must be augmented as well, however there’s no need to maximize these skills. If you have any Skill Points leftover, invest them into whatever tickles your fancy.

  • Science Skill: Level 100
  • Melee Skill: Level 60
  • Ranged Skill: Level 60

Tier 1 Perks

  • Toughness: Total Health is increased
  • High Maintenance: Durability doesn’t go down as quickly
  • Lone Wolf: Lose Companions but gain damage.

Tier 2 Perks

  • Harvester: Gain health for every kill
  • Weird Science: Science Weapon’s damage increased by 50%

Tier 3 Perks

  • Wild Science: Further increases your Science Weapon’s damage
  • Armor Master: Boosts Armor and passive skills
  • Confidence: After killing an enemy, your next shot will be an automatic Critical Hit
  • Tit-for-tat: Extra healing
  • Revenge: Increased damage when you’re afflicted with negative effects

Weapons

The whole point of this build is that you can use whatever Science weapon you want, so go nuts! Your choices include Prismatic Hammer, Shrink Ray, Gloop Gun, Mandibular Rearranger, and the Mind Control Ray. All have their benefits, all of them have been supplemented by this build, so all of them can be relied upon to take out any enemy.

Armor

Any armor will do, but we do recommend that you get your hands on the SugarOps Helmet; increases N-Ray and Plasma damage, what’s a bit of extra damage, right?

Melee Build

With this build, you’ll be able to cleave your enemies in two, riddle their bodies with cuts, and altogether give them a hard time. This build is all about increasing melee damage, and simultaneously giving you as many defensive capabilities as possible so that you don’t end up biting the big one when you go in for the kill.

Attributes

Strength, Intelligence, and Temperament, those are the areas you want to be focusing on. Strength, obviously, will increase your melee damage and that’s a definite must; Intelligence is to increase your Critical Hit Chance, and Temperament is needed to increase your Health Regeneration, something you’ll desperately need if you plan on attacking enemies gung-ho.

  • Strength: Very High (+++)
  • Dexterity: Average
  • Intelligence: Very High (+++)
  • Perception: Below Average (-)
  • Charm: Average
  • Temperament: Good (+)

Skills

It should come as no surprise to anyone that the Skills this build will primarily focus on is the 1-Handed or 2-Handed Melee Skill. Alongside this, it’s recommended to go for the Science and Block Skills. You’ll need to make a decision on whether you want to specialize in 1-Handed Melee weapons or 2-Handed Melee weapons; either one will work for this build.

  • 1 or 2-Handed Melee Skill: Level 100
  • Science Skill: Level 100
  • Block Skill: Level 100

    • Armor Master: 10% more Armor Rating
    • Revenge: Your damage is increased when you have Status Effect

Weapons

Any melee weapon will do, as long as it has Plasma or Shock damage. You can further augment your weapon by attaching a Grip Mod, this will further increase its effectiveness.

Armor

For this build, since you’re likely to get attacked more often, it’s recommended that you get Heavy Armor, one with high Armor Rating.

Gunner Build

If you have an aptitude for guns, or just a general inclination for firearms, then this build will be the most suitable for you. A mid-range build capable of hitting the enemy with a barrage of bullets, each capable of taking out an enemy. This build will not only maximize your DPS, but will also turn you into a tank – a Juggernaut – capable of withstanding far more than what your enemies can dish out.

Attributes

For this particular build, Intelligence and Temperament is what you’ll be needing. The former for the increase in Critical Hit Chances, and the latter for boosted Health Regeneration, something that will aid you tremendously. And a smidgen will be allotted to Perception, just for that extra headshot/weakspot damage.

  • Strength: Average
  • Dexterity: Below Average (-)
  • Intelligence: Very High (+++)
  • Perception: Good (+)
  • Charm: Average
  • Temperament: Very High (+++)

Skills

This build requires you to turn your attention to 4 Primary Skills: Heavy Weapons, Engineering, Medicine, and Science. Focusing on Heavy Weapons will further increase your chances of scoring Critical Hits, whereas Science will improve your Shock and Plasma damage; Medical and Engineering are ancillary, they will further increase your damage, even though you’re already a walking ballista.

  • Heavy Weapons Skill: Level 100
  • Engineering Skill: Level 60
  • Medical Skill: Level 100
  • Science Skill: Level 40

  • Revenge: Overall damage increased with Status Effects
  • Penetrating Shots: Useful against stronger enemies

Weapons

The Heavy Machine Gun, Flamethrower, and the Shock Cannon are the cream of the crop for this particular build. Their fire rate is what makes them the best picks; greater chance of getting a Critical Hit. The best Mods for these weapons would be the following: Mag-2-Melt, Sure N’ Straight Barrel, MagNum, and Funtimes Barrel.

Armor

Any armor with a high Armor Rating will do for this build. You are recommended to acquire and equip the Sublight Contractor Helm, as it further increases your damage (mainly on Creatures).

Stealth Build

This one is for all those players who like to hide in the bushes and wait for their prey to walk by, like a tiger stalking the gazelle. This build will not only make you quiet but will also make you fast; swift enough to kill an enemy and get to a hiding place before anyone wises up.

Attributes

This build focuses on Dexterity and Perception. The latter due to the fact that you’ll need to be wary of your surroundings, needing a bit of insight into your enemies’ positions. The former is necessary for that added speed boost. Some points will be allotted to Intelligence as well, just for a slight bump in our Critical Hit Chance.

  • Strength: Average
  • Dexterity: Very High (+++)
  • Intelligence: Good (+)
  • Perception: High (++)
  • Charm: Average
  • Temperament: Average

An assassin doesn’t always have to get up close to the target, in fact it’s preferable to fight and kill from a distance. Hence why the Skills will primarily be that of Ranged weaponry and Long Guns, although you’ll also have some points accorded to Lockpicking, and Stealth.

As you can accurately guess from the name of this build, it’s all about that melee damage. Coming at the cost of intelligence and… most everything else! Your melee damage and speed is through the roof, and you’re capable of easily decimating your enemies with just a few, swift hits.

Be warned that you’re not unassailable, make too many wrong moves and this build, with all its power, will still fail you.

There’s a whole cornucopia of Science Weapons available to players in Outer Worlds. There are so many, in fact, that a purely science build may not be able to compensate or supplement each and every weapon. Pick a Science Weapon that suits your needs and adjust the Build accordingly to buff the Weapon’s damage and stats.
