Everything in Appalachia that is not another player falls into three pages, and all three turn out to be ranked ladders rather than lists. What separates them is whether the ladder moves. The enemies climb as you climb. The cultists sit at fixed ranks in fixed places forever. The vendors do not climb at all, and the only thing about them that changes is how much money they have left.

The ladder that follows you: enemies

Our enemy encounters guide is the largest reference page in the folder, and the sentence that governs it is that enemies level up as you do. In practice that happens through variants: each creature has a family of versions at ascending levels, and which one spawns depends on where you are in the game.

CreatureThe ladder
AnglerAngler 15, Glowing 25, Albino 37, Venomous 51
AssaultronAssaultron 10, Assaultron 24, Invader 36, Dominator 46
BehemothBehemoth 50, Glowing 65, Epic 80, Ancient 95
MirelurkMirelurk 12, Razorclaw 18, Killclaw 26, Glowing 34
Mole MinerFamished 2, Tired 4, Mole Miner 14, Angry 22
Glowing OneGlowing One 22, Putrid 40, Bloated 58

Health scales far faster than the level does. A Behemoth at level 50 has 3,700 health and its Ancient version at 95 has 4,175, which is a modest jump, but a Bloodbug goes from 40 health to 170 across three variants covering sixteen levels. The lesson is that early creatures become trivial while late ones never really do.

The page's tactical notes are more useful than its numbers in a few specific cases. Mirelurks are shot in the body rather than the shell. Robobrains have to be hit in the brain or run from. Scorchbeasts cannot be fought until they land, which is why our fissure sites guide tells you to bring company. Feral Ghouls carry 1,000 radiation resistance at every tier, so irradiated weapons are wasted on them. And a handful of things on the list are not threats at all: Eyebots, Cargobots and Brahmin will ignore you entirely.

The ladder that stays put: the Cult of Mothman

The Cult of Mothman is the only faction in the folder with its own page, and it is organised as a hierarchy of nine ranks that ascend by health and level rather than by ability: Cultist, Prospect, Seeker, Disciple, Elder, Ascender, Awoken, Chosen and Wrathwing. The Wrathwing is strongest mostly because it is highest level, not because it does anything different.

Their thirteen sites do not move and each carries specific loot, which makes this the closest thing in the bucket to a collectible route. Blake's Offering, Clancy Manor, Ingram Mansion, Johnson's Acre and Lucky Hole Mine all hold chapters of the cult's holotape series, so working through the sites assembles a story rather than just a pile of gear. Bleeding Kate's Grindhouse has a fusion core, Kanawha County Cemetery has the mausoleum key, and Johnson's Acre has the cultist dagger.

The cult predates the war, which is why its shrines are scattered across Appalachia rather than concentrated, and why the Mothman Museum at Point Pleasant is a real landmark rather than a joke.

The ladder that does not climb: vendors

There are twenty vendors in Fallout 76 and our vendors guide places all of them. They sit almost entirely at train stations, which makes them easy to remember: Charleston, Grafton, Morgantown, Sutton, Whitespring, Sunnytop, R&G, Watoga, Welch, Pleasant Valley and Lewisburg all have one, and the rest are at Camden Park, the Watoga Shopping Plaza, the Charleston Fire Department, Flatwoods, Harpers Ferry, the Pleasant Valley Ski Resort, the Whitespring Bunker, the Whitespring Resort and Morgantown Airport.

Every one belongs to one of nine factions, and that is what determines their stock, so a Responder bot and a Raider vendor are not interchangeable even when they are two stations apart. There is exactly one exception to the whole arrangement: Grahm, a super mutant who belongs to no faction and patrols Highways 81, 89 and 98 and the I-59 near the Toxic Valley instead of standing anywhere.

The constraint that matters is money. Vendors share a limited pool of caps, so a full inventory of good loot cannot simply be converted into currency in one visit. Our page's advice follows from that: sell in bulk, sell what your build does not use even if it is rare, and lean on the Pharma Farma and Cap Collector perks to raise what you find in the first place. Five vendors also sell bulk materials, at Flatwoods, the Charleston Fire Department, Sutton Station, Morgantown Station and Top of the World, which is the fastest route out of a crafting shortage.

What the bucket is missing, and why

Three pages is a small bucket for a game this size, and the reason is historical. Fallout 76 launched with no living human NPCs at all, so there was nothing to write about beyond creatures and robots. Every person you can now talk to arrived with Wastelanders, and they are covered where they belong: the ones who move in with you are in our companions guide, and the settlements they came from run through our quests guide as the Vault 79 heist.

So this bucket is best read as the original cast list: the things that were already here, ranked, before anyone came back.

Frequently asked questions

Do enemies scale to my level?

Yes, through variants rather than by adjusting a single creature. You stop meeting Famished Mole Miners at level 2 and start meeting Angry ones at 22, and the same pattern runs through every family on the page.

Which enemies should I avoid?

Scorchbeasts while they are airborne, Yao Guai unless you have a reason, and Deathclaws at range only. The page is also clear that Sentry Bots cannot be fought face to face and want mines and cover instead.

Why will a vendor not buy my things?

Because they have run out of caps. Vendors work from a limited pool, so spread large sales across several of them or sell in bulk to get more value per transaction.

Where is the easiest vendor to reach early?

Flatwoods, since you pass through it during the main story anyway and its Responder vendor also stocks bulk adhesive, aluminium, steel and wood, which are the materials you will be short of first.

Are the Mothman cultists worth hunting?

For the holotapes, yes. Five of the thirteen sites carry chapters of the same series, so clearing them in sequence gives you the cult's story rather than a scattered handful of loot.
