Characters

A district in New Bordeaux changes hands twice. First the Marcano side comes off it, boss by boss, and then you sit down and decide which of your three partners is given the keys. Those are the two halves of the cast: the men Lincoln Clay has to bury and the people he installs behind them. Our mob bosses page carries the first group along with the names of the crews that arrive with the second, and our underbosses page is entirely about the second, so they are worth reading in that order.

Clearing The Marcano Side Out

A racket boss cannot be shot on sight. His racket has a value hanging over it, and the work is bleeding that figure to nothing by wrecking what the operation owns; only then does the man in charge of it become a target. Each racket also posts its own Targets of Opportunity, which our mob bosses guide lists as supply caches, money stashes and mobsters out driving the streets, so there is more than one way to push the number down. Clear every racket a district contains and the area is yours outright, and the last name in the way is the Marcano lieutenant watching over those rackets. Until he is dead the district cannot be handed to anybody.

The opposition inside a racket comes in five shapes, and the revealing thing about the list is that only one of the five is handed a countermeasure.

EnemyWhat our mob bosses page says about him
HeavyCarries a shotgun and does not go down easily
MarksmanA sniper working at long range
GunnerAutomatic weapons, and the one type described as going down easily
TriggermenSmall arms and explosives
SentryThe one who fetches reinforcements: kill him before he reaches the nearest phone, or take the phones out of service with your Operator associate

That last row is where our two character pages meet. The associate it points at belongs to Cassandra: Jennifer Moran, the Operator, whose tree buys phone silence by the minute, two minutes at first, five once Cassandra’s income climbs, and, on the last rung of that tree, an indefinite blackout that also calls in your own backup. Installing an underboss is not only a loyalty question, in other words. It decides which tools you bring to the next racket.

Who You Install Instead

Three partners are available, each running one of the city’s outfits from a seat of their own, each arriving with a lieutenant and three associates. Our best underboss for each district guide has the full perk ladders; the summary below is the shape of the offer.

Read down the fifth column and you have the one rule the three tables share: whichever partner you favour, the bottom rung of one of their trees costs nothing at all, and everything above it is priced against the money their districts earn, in income tiers that open at $30,000. What you are really choosing between is Cassandra’s guns and telephones, Burke’s garage and his tame police dispatcher, and Vito’s doctor, hitters and bagman.

Spreading Nine Districts Across Three Partners

There is enough territory for three each, and the arithmetic is the whole argument. Give everyone an even share and nobody reaches the expensive end of a tree, but nobody turns on you either, and that split is what pays out the We’re in This Together award. Starve two partners to fatten one and you get the deep upgrades plus the Just You and Me award, at the cost of the loyalty of the two you ignore. Two districts each is the floor for staying out of trouble, and a district once given should not be taken back and handed to someone else. Which three go to whom is set out district by district on our underbosses guide and in the ledger on the Mafia 3 guide.

When Loyalty Runs Out, And What Is Left After

Loyalty usually slides for one of two reasons: too little land, or too few errands run. The errands are the favors, and the favors guide sorts the three chains by what finishing one actually returns. Let a partner sour and their own mission comes for them, which is the last column of the table above and is not a fight you can talk your way out of.

The epilogue runs off the same ledger. If Lincoln walks away, whoever holds the most ground inherits New Bordeaux: Vito drags the business towards legitimacy and finishes the Marcano hotel and casino, Burke’s Irish rename the place Bourbon City and put him on the city council before the gang wars of 1984 catch up with him, and Cassandra steadies herself, fights off rivals and the federal government, and watches Washington cut the city’s funding over a governor’s assassination she is implied to have had a hand in.
