While Emperor Palpatine is not incredibly strong – like Darth Maul – your Star Cards can play a huge role in improving his overall efficiency. He is good when it comes to Crowd Control and when played to his strengths, he can be a force to reckon with. Coming straight to the Star Cards, you should try to go with the Lightning Absorption, Prime Electrocution, and Lightning Reach.
The Lightning Absorption should allow you to leech the HP of enemies during Chain Lightning, providing you with increased sustainability. Prime Electrocution, on the other hand, allows you to Electrocute shock enemies for extended duration of time. Finally, we have the Lightning Reach that grants you with increased range on your Lightning attacks. Combined, these things should allow you to deal a massive amount of damage to enemies grouped together.
When it comes to playing as Emperor Palpatine, he requires you to make good decision-making coupled with skill. However, before we start, do note that it is not easy to play with Palpatine. You should not only practice blocking enemy attacks but also his Abilities and Moves. His Chain Lightning allows you to throw lightning at enemies. You can chain it if you time it well and score multiple kills at the same time.
The Electrocute allows you to stun enemies, allowing your teammates and yourself an ample window to dish out increased damage. You should also consider using Dash in order to re-position yourself and to get behind enemies for a surprise attack/stun. Finally, the Dark Aura allows you to slow down enemies while constantly dealing damage.
