Street Fighter V had many leaks and rumours on the run up to the full roster being revealed. One of them was a character named Zen, who was assumed to have actually been F.A.N.G. Though this may not have been the case.
Shoryuken are reporting that some concept art that has been shared on Twitter is actually Zen, who still has not yet been revealed as an official figthter:

Shoryuken reveal that this fighter was from India, and why he was cut from the roster at this time remains a mystery. Could he make a comeback to the game in the future though? It will be interesting to see how fans react to this concept art and if they would like to see him make an appearance.
It will be interesting to see what other fighters that have not yet been revealed are still planned for the game. With a multi-year plan to support the game, it looks like Capcom may have some ideas up their sleeves to keep fans invested in the franchise.
Street Fighter V will be released on PlayStation 4 and PC on February 16, which at the time of writing is just under two week away. With not long to wait, expect the hype around the game to grow, especially around the characters which will be releasing in the future, and additional story content.
