The Templars are one of the three resistance faction in XCOM 2. This is the faction you unlock at the very last if you are playing through the standard tutorials. XCOM 2: War of the Chosen Templar Resistance Group Guide
First of all, complete the Reaper / Skirmisher tutorials to acquire those two factions. Now you need to construct the Resistance Ring in the Avenger. After this you need to send two soldiers into the Resistance Ring. One of them should be a Sergeant and the other one a normal soldier. You can also staff an engineer as they will decrease the duration of the Covert Action by 33 percent.
Now all you need to do is to wait for the covert action to be completed. There is a chance that one of your soldiers will be wounded in the covert action. Once the action is complete you will earn a Templar Hero Unit and the ability to earn special rewards by completing more Templar Covert Actions.
You will also get to know the location of the Templar faction HQ and since they are allied to your cause, you will be able to make contact with the region so as to use their facilities.
