CD Projekt Red has confirmed that the upcoming The Witcher 3: Wild Hunt Game of the Year Edition will not allow users to transfer their save files from the original game.
The news got confirmed by Community Lead Marcin Momot on The Witcher 3: Wild Hunt community forums.
To put in Momot’s words:
The save files on consoles won’t be compatible between different game versions (GOTY vs regular version) as they are treated by systems as separate products. This is something that’s not up to us. Sorry.
In addition to this, it was also confirmed that the upcoming GOTY edition will have its separate Achievements List. This is a bad news for Achievement Hunters who were planning to leave the regular edition aside and continue to Platinum the game through the GOTY edition.
@thakki It will have a separate achievement list.

This is obviously something which is new. Bethesda also confirmed the same thing for the upcoming The Elder Scrolls: Skyrim Special Edition which will be a completely new game in your library and will not have anything from save transfers to Achievements.
The Witcher 3: Wild Hunt Game of the Year Edition is slated to release on Aug. 30, 2016 for Playstation 4, Xbox One, and PC.
