With his punk attire and hopes to become the most rotten villain in the world, Birdie is one of the playable characters in Street Fighter V. Birdie’s attacks primarily focus on headbutts and chains.

Street Fighter 5 Birdie Guide
This guide basically details tips and strategies on how to play as Birdie and how to play against him along with some of his sample combos:
How to Play as Birdie
Unlike other brawlers in the game; Birdie does really well from a long range, especially against characters such as M. Bison and Zangief with whom you can easily bid your time. Against aggressive characters such as Karin, Cammy, and Laura; Banana Time and Drink Time work really well.
As for characters such as Dhalsim, Ryu, and F.A.N.G.; you need to close in the gap using forward jump and then follow-up with Hanging Chains, EX Bull Horn, and other attacks. HK Bull Revenger is a decent tool in a mirror match and also a good tool to leap over fireballs.
Mid-range is the ideal range at which you should play by constantly applying pressure using your normal(s) and special(s). Do note that crouching HK is highly punishable on whiff and guard. You should not consider tackling fireballs using Hanging Chain.
As for anti-air, Birdie has a lot of attacks such as HK Hanging Chain, Bull Drop, crouching MP, and more. In addition to this, Banana Time can also be used to punish jumping opponents after they land.
At close-range, Birdie’s LK is the best poke which cannot only be mixed with combos, but also carried into full combos. As for throws, Birdie is capable of dealing with them using Killing Head or EX Killing Head.
You can also use Bull Horn or EX Bull Horn at close range which provides a bit of armor. However, it is important to note that the Bull Horn must be timed perfectly; otherwise, it will do no good.
How to Play Against Birdie
Birdie deals a lot of damage, but almost all of his attacks have long recovery duration and are highly punishable. You also need to watch out for Bull Revenger which you will be able to interrupt – at least the normal one as the EX one grabs early.
Coming to Hanging Chains, those are not projectiles and cannot be treated as ones. There are good chances that you will get grabbed by the chain even before your projectile hits. However, similar to other attacks, Hanging Chains attack is also highly punishable, but you need to be in close range.
All in all, you need to use Birdie’s size against him, use guard and then punish strategy, and be extra careful whenever you see him activating his V-Gauge.
