Loyalty is one of the most important aspects of the game and can be counted as a resource because it deals with the ‘Likeness’ of the inhabited towards your Civ.

In other words; if the Loyalty is high, people living in that area won’t flee or start a rebel against you. Therefore, make sure you are keeping a check on the Loyalty of the area.

Loyalty by a green arrow next to your Civ’s emblem symbolizes increasing Loyalty growing per turn. If it shows a red arrow, it means it is falling per turn. No arrow indicates that the situation is neutral and it will remain stable for the time being.

An unchecked city can lead to a rebellious city. However, there is no need to panic because the city can be captured in multiple ways.

The unchecked city will declare itself independent and become a free city. By becoming a free city, it becomes a real danger to the civ. If not reclaimed, the city can potentially start to attack (if strong enough) or join any other nearby Civilization permanently. The disloyal free City can be reclaimed in several ways.

It is possible to win its loyalty back by putting a ‘Diplomat’ in a nearby City. Alternatively, you can bring in the military or you can easily conquer the land which you have lost – arguably the easiest way! Teddy Roosevelt’s agenda makes him dislike those who conquer city-states in his region.

You can also produce ‘Bread’ and ‘Circuses Project’ or go for an alliance with your rivals to seal the city which will result in stopping the citizens from exerting influence. These are a couple of ways to reclaim the lost area which can in the hand of rebellious and how to keep a check on where the next rebellious activity can be happening.
