Conventionally we know that any AAA would get a digital copy for those who always rely on internet downloads and a physical copy for those who tend to do otherwise. However, in the case of Metal Gear Solid 5 The Phantom Pain PC version, Konami apparently doesn’t understand that.
The conventions are being broken in a way because it has been revealed recently that the PC disc of the game doesn’t actually bring you the game. The only contents of the disc appear to be files for the Steam installer.
Someone received a copy of the PC version of Metal Gear Solid 5 The Phantom Pain a bit earlier than the release and was surprised to find that the entire contents on the disc take up just 8.78 MB.
In order to clarify that this is not a joke, the guy shared a screenshot of the properties page for the disc; you can check it out below.

So yeah, when the game gets launched and loaded on Steam, you will need it whether you buy the physical retail copy of the game or the digital one.
On that front, Konami has recently announced that the Steam Launch and Load for Metal Gear Solid 5 The Phantom Pain starts Sept. 1 U.S. 12:00 AM EST/9:00 pm PST.
