Mortal Kombat 11 is not being developed on Epic’s Unreal Engine 4. The game is using a custom version of Unreal Engine 3 which at this point is very different from Epic’s Unreal Engine 3. The news of Mortal Kombat 11 developed on Unreal Engine 4 kept popping up due to the Wikipedia page of the game being edited over and over again.
Someone kept editing the wiki page which led many to believe the game is developed using Unreal Engine 4. Seeing this, Jon Greenberg, the lead graphics programmer at NetherRealm Studios took to Twitter to confirm that the game isn’t developed on Unreal Engine 4.
To whoever keeps changing the Mortal Kombat 11 Wikipedia page to claim the game uses UE4… while I appreciate the intention and while we take this as a compliment, MK11 is built on NRS's custom UE3 version. And yes, our ver of UE3 is radically different from Epic's at this pt.

Yup. Mobile is using UE4, and footage got mixed in. We're all in the same building, and in some cases, some folks end up working on both.

Mortal Kombat 11 engine is a custom Unreal Engine 3 which the development studio took from Epic Games. Over the years, Netherrealms modified the engine to develop Mortal Kombat games.
The developer is, in fact, using the Unreal Engine 4 for Mortal Kombat but only for the mobile version of the game as confirmed by Jon on Twitter.
While the studio has now fixed the fake news problem, there is still a major leak issue at the studio. Multiple leaks have revealed roster additions of Mortal Kombat 11.
Mortal Kombat 11 is releasing on April 23 on PlayStation 4, Xbox One, and PC.
