Black Ops 4 DLC is going to be exclusive to PS4 for 7 days before it comes to Xbox One and PC. This is a result of a partnership between Sony and Activision. Call of Duty content will release on PS4 7 days early as per the terms of the agreement.
The partnership has been in place since Call of Duty Infinite Warfare and will continue for the foreseeable future. Treyarch made the announcement in an official blog post. Black Ops 4 DLC includes new specialists, maps, seasonal events, and much more.

In addition, PlayStation announced today there will be multiple PS4 bundles releasing across Europe on October 12th, giving fans a variety of choices to enjoy Call of Duty: Black Ops 4’s thrilling Multiplayer, Zombies and Blackout modes at launch and beyond.
It is odd how in addition to DLC seasonal events are also timed exclusive to PS4, it shouldn’t be the case but sadly it is. When Black Ops 4 hits consoles and PC next month, regardless of how much you paid for the season pass for additional content, if you’re not on PS4 you’ll have to wait 7 days.
Black Ops 4 is releasing on October 12 for PS4, Xbox One, and PC. Black Ops 4 DLC will start rolling out from November, the first piece of DLC to arrive is Nuketown, a popular Call of Duty map.

The silver lining here is that PS4 users had 30-days early access to World War 2 DLC. At least this time around, it is only 7-days.
