Weapons Forge allows you to create and craft many of the Vex-themed weapons and gear. It is located on Mercury and it can be accessed once it has been unlocked. You will also need to gather the required items for a weapon or gear before you can craft it. To get access to the Weapons Forge, there are different tasks that you need to complete.
The first thing that you need to do in order to unlock the Weapons Forge is to complete the single-player campaign. Play through all missions and complete the final mission so that the single-player campaign is complete. The second task for unlocking the Weapons Forge is Adventure Missions.
Once you have unlocked the Adventure Missions, you need to complete them in the Mercury Patrol Zone. These three missions are The Runner, The Up and Up and Bug in the System. Complete these three tasks and you will be another step closer to unlocking the weapons forge.
Next, you need to complete any one of the Heroic Adventures. You can pick any Heroic Adventure out of the lot, complete it so that you can return to Brother Vance, and collect a Legendary Engram and Heroic Adventures. Complete this and you will be left with one last final task before you can access the Weapons Forge.

The components are acquired every time you complete a Public Event on Mercury. Each time you will get 1 or 2 components.
Once you have acquired all the required components, combine them in your inventory and then head to Brother Vance. Turn in the item you just crafted and upon the completion of this quest, you will unlock access to the Weapons Forge. You can travel there and start forging awesome Vex-themed weapons and gear.
Along with the items from the forges now player have a chance to play and complete the Legends Lost questline and get the Perfect Paradox shotgun from the Forge.
