Expanding your base in Total War: Warhammer 2 is a simple process. When you start your game with any faction, you will have one main city. This will be your main city throughout the whole game so you must make sure that you keep this city well defended from all enemy attacks.
Rest of your settlements will be made around this main city. Every expansion will be started from this main city.
To expand settlements, you will require two main resources and they are gold and Population Surplus. Gold is a straightforward resource and you can earn it as a profit from your settlements. You can also loot other rival settlements for gold or complete certain missions to earn gold.
Population Surplus, on the other hand, is not as easy to earn as the gold. For it, you will have to complete a turn. After every turn in which you achieve some sort of a new level of development, you will earn one population surplus point.
The rate at which you earn Population surplus is dependent on how technologically advanced your settlement is.
You can use these Population Surplus points to upgrade your main building in the city. Upgrading this main building will unlock more buildings for you to purchase and expand your city. The rate at which your province develops and yields more Population Surplus is actually dependent on a few things.
They include the buildings currently located in the province. This includes all the settlements currently present in that province. It also includes unlocked technologies at the moment, commandments that you have currently issued in the province and the abilities of Lords and Heroes that you have chosen for that province.
The Public Order also plays a vital role in the development rate of the province. Based on all these facts, once the turn is complete, your provinces will advance giving you Population Surplus points.
Types of Settlements
In Total War: Warhammer 2, you will have two types of settlements. Main City and smaller settlements. Your main city is the one in which you start the game and it will also be your capital.
Every Province you own will have a capital and this capital acts as a hub for all the settlements around it. This Capital will have an impact on the settlements around it and will dictate what you can construct in the capital and round it.
The Capital City can be upgraded to level 5 that is the highest level and you can construct all available buildings here no matter what the level. They are also highly defensive right from the start and they are very hard to lay siege on.
Upgrading the building to level 5 will unlock additional buildings and their higher level variants. They also cause increased city income with a stronger garrison. You get new building slots and an increase in profits from all the buildings located in that specific province so it is beneficial that you upgrade your main city as soon as possible.
Around your main Province, you will have many small settlements, which can be upgraded to level 3 only. You cannot build advanced level buildings in these small settlements.
They also have a smaller scale and they are weakly defended. Sieges are easy so you will be required to build additional defenses to keep them secure from enemy attacks.
