Gears of War 4 arrives this Fall 2016, and going by the press releases and events that the game has featured in so far, The Coalition are certainly aiming for an adventure full of fear and mystery.
This dark tone is certainly more akin to the original Gears of War compared to the latter two and Judgement, where the enemies were often in full sight in brightly lit hallways or areas. However, Gears of War 4 is not survival horror.
The Coalition are aware of their fanbase’s requirements and don’t want to make too many drastic changes to the Gears universe. With some fans becoming wary of the game’s roots coming into question, Studio Head Rod Fergusson answered a question on Twitter to make sure everyone knows that Gears of War 4 is not survival horror:

The Coalition have kept tight-lipped about many story details including the new mysterious Swarm enemy, in order to give fans a greater experience once they get their hands on the game later this year. This also goes for the protagonists who are all new to the series given the gap of 25 years since Gears of War 3, with a return of any former characters still very much a mystery.
As the release date approaches the developers will almost certainly reveal more information about the game including weapons, post-launch content as well as multiplayer maps.
The multiplayer beta releases next month, and The Coalition want to use that opportunity to the full by listening to fan feedback and makes changes accordingly. Despite strong rumours to the contrary the game is yet to be officially announced for PC, but will certainly be made available for Xbox One.
