The Diablo 3 public test realm is where every new feature and every new update is tested by a dedicated group of fans before the said patches are released to the full game. Same is the case with patch 2.4, the latest update that Blizzard Entertainment has been working on.
Through the official website of theirs, the developers have announced that the patch is now live on PTR where users will be bug-testing it for a while.
Not only that, they have also listed down all the changes that are being made to the game through Diablo 3 patch 2.4. Other than that, they detailed the exact process that you should follow if you wish to participate in the PTR.
