In a time where platform exclusive DLCs are integral to every release, Bethesda is not going down that road. According to the company, we won’t see any platform exclusive DLC for Fallout 4.
Publishers/developers often favor a certain platform during development and usually that platform gets exclusive DLC as well, lately, we have seen Destiny, Arkham Knight and many others offer exclusive content to PlayStation users, but it seems Fallout 4 doesn’t have any favorites.
Pete Hines spoke on Twitter:
@XxThe5sGuyxX we aren't doing a DLC exclusive with anyone

It’s an interesting choice and one that I admire. While it may be beneficial for companies to have exclusive DLC for their platforms, it’s not in the best interest of the gaming community overall. However, I don’t think we’ll see many other developers follow the same route.
Fallout 4 is the fourth mainstream installment in the series and will release in November for PlayStation 4, Xbox One and PC with no Platform exclusive DLC. Preorders are now available on PSN, Xbox Live, Steam and third party retailers such as Amazon and GameStop.
