Treyarch has announced that they have decided to remove Riot Shields from the multiplayer component of Call of Duty: Black Ops 3.
The confirmation comes via David Vonderhaar’s official Twitter feed where he stated the following in response to a fan:

Judging from the response, it appears like the shields will still be there in the singleplayer mode and are only removed from the multiplayer component of the game.
While we are not sure of the reason behind the decision, I personally think that because of the fact that Call of Duty: Black Ops 3 will be a fast-paced shooter, Treyarch has finally decided to get rid of campers hiding behind shields in game modes such as Hardpoint and SnD.
Whatever the case may be, I’m happy to see the decision made by the developers.
Call of Duty: Black Ops 3 is scheduled to release on Nov. 6, 2015 for PC, Playstation 4, Xbox One, Xbox 360, and Playstation 3.
The developer recently confirmed that the last-gen versions of the game i.e. Xbox 360 and Playstation 3 will only offer multiplayer component of the game since there is no singleplayer campaign on the said platforms.
