While the developer Insomniac Games are all in to bring the game to PC, but the decision is not up to them. In a response to a Twitter user, who asked the developers about the PC version of the game, Insomniac said that they would love to but its up to Microsoft to make that decision.

The reason that Sunset Overdrive is a Xbox One exclusive is that Microsoft has reportedly allowed to studio to keep the rights to the game.

While the decision to bring the game to PC is up to Microsoft, but given the dedication of the company to release its exclusive franchises to PC. It seems likely that Microsoft would agree to it.

Speaking of console exclusive games coming to PC, it seems that Destiny 2 will be available for PC along with Xbox One and PlayStation 4.

A NeoGaf user posted that according to his/her sources Activision says that we may be seeing a Destiny 2 PC version when the sequel to the 2014 first-person shooter comes out in the near future.

According to the leak, Vicarious Visions and High Moon Studios will be helping with the PC port of the game, and developers are aiming for Destiny 2 to feel like a completely new game instead of a sequel, possibly ignoring all the characters in the first game.
