The scale of Toussaint is in no way smaller than regions featured in the base game. It is massive and filled with a plethora of side quests, main quests, point of interests and hidden treasures for Geralt.
The expansion comes with 30+ hour adventure, 90 new quests, Over 40 new points of interest, 14000 lines of dialogue and much more.

The Witcher 3: Blood and Wine expansion is 13GB in size and will release for PlayStation 4, Xbox One and PC. CD Projekt RED plans to launch the expansion on May 31.
You will need to have the base game but can pick up Blood and Wine as part of the Season pass that also features Hearts of Stone DLC.
Blood and Wine is the final DLC for The Witcher 3: Wild Hunt. Once the development is complete and the expansion is out, CD RED is going to focus its entire resources on CyberPunk 2077.
