Bethesda Planning to Use Bethesda.Net for Fallout 4 Mods, What About Steam Workshop?
Bethesda is planning to use Bethesda.Net for Fallout 4 mods, according to VP of marketing Pete Hines. However, it sounds like things aren’t yet finalized.
Pete Hines says that uploading mods to other platforms like Steam Workshop or Nexus will be discussed after the game is released. Hines says they are still figuring some things out.

Skyrim supported Steam Workshop which is one of the reason why the game is successful on Valve’s platform. We can’t confirm or deny if Fallout 4 mods will go beyond Bethesda.Net. We’ll have to wait till Bethesda shares more information.
Fallout 4 will release on November 10 for PlayStation 4, Xbox One and PC.
