- If you have 64Bit version of CS4 installed then, after installing this plugin
you must copy dds.8bi file from C\Program Files\Adobe\Adobe Photoshop CS4 (64Bit)\Plug-ins\File Formats to \Program Files (x86)\Adobe\Adobe Photoshop CS4\Plug-ins\File Formats
and then run 32Bit version of CS4 from C:\Program Files (x86)\Adobe\Adobe Photoshop CS4\

- If you have simple 32Bit version or Portable Photoshop cs4 then just installation will work.

- And may be you havent installed your CS4 in Default folder i.e. C\program files... then you must locate Nvidia plugin folder and copy it to \Adobe Photoshop cs4\plug-ins folder

That's the whole point, you can only play with your skins on servers at which these have been uploaded, not at all servers.
